The Biometric School Lunch?

One of our AFTF volunteers wrote:

I just got a message from a friend in Cleveland, Maple Heights. The fourth graders and maybe others were lined up in the Gym this week to give biometric readings of their hands. A note had been sent home that the kids were going to be given an ID card. Not a biometric reading. One kid refused and they said to the kid "YOU Have to." The kid said he does not buy lunch at school, but they made the kid do it anyway without the parents permission.

Words from the children's parent's relatives told me: the parents are to put money into a bank account that the child draws from. So now the schools will hold large sums of money from all students who eat lunch at the schools, most likely collecting interest or can be used for investment purposes?
